The Committee on Finance moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 3297—A Bill to amend the Code of West Virginia, 1931, as amended, by adding a new section, designated §18B-11-8, relating to creating the Washington Center for Civics, Culture, and Statesmanship within West Virginia University; requiring the university to work with the center to provide the center with reasonable infrastructure, classroom space, and office space; stating the center's purposes and goals; stating the center's policies; providing for the appointment of tenure-track faculty; authorizing the center in consultation with the university to offer courses and to develop various degrees; providing for a director of the center; providing for the director's appointment and the filling of vacancies; providing for an academic council; enumerating areas over which the director in consultation with the provost has control and authority; requiring the center to adhere to institutional policies and procedures; requiring approval of the curriculum by the West Virginia University by the Board of Governors;  requiting faculty to meet the university’s qualifications policy; and providing for an annual report.
